PORTLAND, Maine - A man who once described himself as a "ticking time bomb" is back in jail in Maine for allegedly exposing himself on Portland's Western Promenade.
Police responding to a call recognized Norman Dickinson but he fled Wednesday morning. He was arrested later at his home and charged with indecent conduct and refusing to submit to arrest.
Dickinson, who's on probation for burglary, was being held Friday at the Cumberland County Jail.
Dickinson, who's 42, has spent much of his life in state institutions. He pleaded guilty in 1989 to threatening three women with a realistic-looking toy gun, kidnapping a woman and stealing a car. Dickinson has been released numerous times, only to be sent back to jail or prison for violating his probation.
