DoD report highlights Army’s failures to prevent Lewiston mass shooting

The U.S. Department of Defense has reviewed its guidelines for dealing with threats made by service members in the wake of the Lewiston mass shooting.

Army Reservist Robert Card killed 18 people and injured 13 others in the shooting in October of 2023.

A report released Tuesday by the DoD Inspector General found that there are no policies requiring commanders to report service members who make violent threats against civilians or non-government facilities.

The report identified 8 failures made by the Army and Army Reserve which they say could have prevented the Lewiston shooting.

It comes a week after survivors of the shootings and victims’ family members filed a suit claiming the Army and other government agencies were negligent in taking steps to prevent the tragedy.

The attorneys say Card showed signs of mental instability in the months leading up the shooting and officials were aware that he had access to guns.
