Portland City Council approves fines for owners of vacant storefronts

Portland city councilors have approved an ordinance that will fine the owners of vacant commercial properties.

The fines apply to businesses at the ground level in the city’s West End and on Congress Street, with fines starting at $250 and maxing out at $7,500 for longer periods.

The ordinance was passed in a 5-3 vote during Wednesday night’s meeting.

The ordinance allows property owners to get around the fines by displaying artwork in the windows provided and installed by the city.

Mayor Mark Dion said he’s skeptical that the move will alleviate ongoing concerns about safety and drug use near empty buildings, while some said it punishes property owners for factors beyond their control.

Councilor Wes Pelletier, who voted in favor of the ordinance, says the city is saddled with vacancy by property owners who have jacked up rents.

The ordinance goes into effect in January.
