Portland Man Arrested After Hours Long Standoff

A 51-year-old Portland man faces numerous charges after an hours-long standoff with heavily armed police Monday night.

Police say they were sent to 55 Portland Street on Monday around noon after staff at the nonprofit social services provider Preble Street reported a man later identified as Gregory Gilliams was making repeated threats toward his landlord, neighbors, and others.

Officers say a National Crime Information Center check indicated Gilliams was considered a serious threat to the public.

Later Monday afternoon, officers along with the Special Reaction Team and the Crisis Negotiators Team tried to take Gilliams into custody at 12 Hanover Street. However, a standoff ensued.

After several hours of negotiations, police say Gilliams surrendered without further incident.

He was taken to the Cumberland County Jail on charges of criminal threatening with a dangerous weapon, terrorizing, creating a police standoff and violating conditions of release.

During the standoff, Hanover Street between Cumberland Avenue and Portland Street was blocked off.

Residents returning home were held off and finally allowed to return to their dwellings at about 7:30 Monday night.
